Hazardous Waste Site Worker Training Program
OSHA 29 CFR 1910.120(e) (2)

40 hour - Five (5) Day Course     $775

OSHA requires a minimum of forty (40) hours of initial off-site instruction for employees involved in hazardous waste operations under CERCLA, RCRA, or state or local governments.

Hazardous Waste Site Worker Refresher Training Program
OSHA 29 CFR 1910.120(e) (8)

8 hour - One (1) Day Course     $160

OSHA requires a minimum of eight (8) hours of refresher training designated to fulfill the requirements of 29 CFR 1910.120 for Hazardous Waste Site Workers. This training shall be annual.

Emergency Response Technician Training Program
OSHA 29 CFR 1910.120(q) (8)
24 hour - Three (3) Day Course     $525

OSHA requires a minimum of twenty-four (24) hours of initial off-site instruction for employees who are members of Emergency Response Teams for their companies. These personnel respond to chemical emergencies. This technician course is not intended to be site-specific. Employers are still required to provide additional training for their employees that covers the specific operations at their facility. This course would cover the basic elements that would be in most emergency response training programs.

Chemical Hazard Communication
OSHA 29 CFR 1910.1200 Available on a contract basis.

The Occupational Safety and Health Administration (OSHA) promulgated the "Federal Hazard Communication Standard" (HCS) for the purpose of:

  1. Familiarizing employees with the HCS and its requirements
  2. Training employees in safe work practices for handling chemicals they use or are exposed to on the job
  3. Providing information that will help an employee recognize hazards, tips about safe work practices, information about exposure limits, methods used to control hazards, employee responsibilities, and supplementary sources of information.

Niagara County Community College's Department of Corporate Training has designed this program to meet the needs of many companies within the different industrial and manufacturing sectors. Since chemicals and operations utilized differ from company to company, training is tailored toward meeting the needs of each workplace and the employees at each work site.

All training programs will include, at a minimum, the following topic areas:

  • Purpose of the Hazard Communicaton Statement
  • Scope and Application of the HCS
  • Hazard Determination
  • Written Hazard Communication Program
  • Labels and Other Forms of Warnings
  • Material Safety Data Sheets (MSDS)
  • Employee Information and Training

All students are provided with a course handbook which includes a brief quiz to test the knowledge of each individual employee involved in the training. A record of employee training is also provided after successful completion of the program.

Training programs run a minimum of two (2) hours with more extensive programs available based on company size or the quantity or type of chemicals to which employees are exposed.

Occupational Exposure
to Hazardous Chemicals in the Laboratory
OSHA 29 CFR 1910.1450 Available on a contract basis.

On January 31, 1990, the Occupational Safety and Health Administration (OSHA) promulgated a Final Rule for Occupational Exposures to Hazardous Chemicals in Laboratories under the Code of Federal Regulation 1910.1450.

The final standard became effective May 1, 1990. Appropriate Chemical Hygiene Plans (CHP) were to be in place by January 31, 1991.

This standard covers all laboratories engaged in the laboratory use of chemicals defined as hazardous by this standard, and generally, supersedes provisions of all other health standards (i.e., 29 CFR 1910.1200 - Hazard Communication Standard) except in specific instances.

Employers must provide employees with information and training to insure that they are aware of the hazards of the chemicals present in their work area. This information and training must be provided at the time of an employee's initial assignment to a work area where hazardous chemicals are present and prior to assignments involving new exposure situations.

Niagara County Community College has developed a comprehensive training program to meet the requirements of this standard. Key topics covered during training include but are not limited to the following:

All students are provided with a course manual along with a generic Chemical Hygiene Plan to be used as a basis for a company site-specific plan.

Course hours vary depending on the experience and level of expertise of the individual students. Training is usually held at the employers facility utilizing the site-specific laboratory setup at each individual company. All students will receive a certificate of course completion at the end of training to meet the requirements of this standard.

Respiratory Protection Training Program
OSHA 29 CFR 1910.134

16 Hour - Two (2) Day Course   Available on a contract basis.

This course is designed to help provide basic respiratory protection training for individuals who wear respirators.

Course material covered in training includes but is not limited to:

  • OSHA Respiratory Protection Standard Guidelines
  • Program administration
  • Respirator fit testing
  • Respirator classifications
  • Medical examinations
  • Use and care of respirators
  • Respirator training
  • Respirator maintenance
  • Respirator selection

Each student is required to perform maintenance operations during training on half-face negative pressure respirators. All students are trained in fit testing procedures (quantitative and qualitative) and receive fit testing during training.

Emergency Response Technician
Refresher Training Program
8 Hour - One (1) Day Course   $160

OSHA requires a minimum of eight (8) hours of refresher training designated to fulfill the requirements of 29 CFR 1910.120 for Hazardous Waste Site Workers. This training shall be annual.

RCRA/TSDF Site Worker Training Program
(Site Specific)
OSHA 29 CFR 1910.120(p) (7)
24 Hour - Three (3) Day Course    Available on a contract basis.

OSHA requires a minimum of twenty four (24) hours of initial off-site instruction for employees involved at facilities that generate, treat, store, or dispose of hazardous waste under RCRA (stated under OSHA 29 1910.120(P)(7)). The standard states that training shall be site-specific based on the materials present at the facility. This course would cover the basic elements that would be in most RCRA/TSDF training programs.

Hazardous Waste Site Management
and Supervisor Training Program
OSHA 29 CFR 1910.120(e) (4)
8 Hour - One (1) Day Course   Available on a contract basis.

This course is designed to train hazardous waste site operation managers and supervisors who need the standard forty hour (40) training course and an additional eight (8) hours of training for compliance with OSHA 29 CFR 1910.120(e)(4). This course provides these individuals with an overview of their obligations. All participants must first complete the forty (40) hour training program as a requirement for enrollment in this course.

4 Hour DOT/RCRA Refresher
DOT HM 181
DOT HM 126F

For the Mandatory DOT Training and Testing Requirements
in 49 CFR Subpart H Section 172.700
4 hours   $80

This training is designed for all employers and employees who are engaged in any activity related to the identification, classification, packaging, marking, labeling, loading, unloading, placarding, receiving, preparation of shipping papers, or offering for transport hazardous materials or hazardous waste. This training includes an introduction to OSHA, EPA and DOT and explains their responsibilities. Packaging, Completion of a Uniform Hazardous Waste Manifest, and Specific DOT placarding and marking requirements are covered. At the end of this training, students will be tested to assure their awareness of the responsibilities under EPA, OSHA, and DOT regulations. Job specific training such as fork truck safety and record keeping activities will be the employer's responsibility under federal regulations. It is understood that at least one employee per company will take the DOT /RCRA Management Training to answer specific transportation questions that will arise.

8 Hr. DOT/RCRA Supervisor and Management Training 8 Hours   $160

In addition to attending the Basic Dot Mandatory Training, supervisors and managers must also be aware of all the training requirements under DOT, OSHA, and EPA for their company. They must be able to use the DOT 172.101 Hazardous Materials Table and reference all related information to select the proper labels, markings, and placards, with the proper performance-oriented packaging. Students will also be taught to use the DOT Emergency Response Guidebook. General safety requirements will be reviewed specific to new OSHA requirements. New DOT Internet resources will be explained, with current changes in regulatory enforcement policy and waste reduction covered.

Refrigerant Recovery Certification
Two Day Training   $300

Under section 608 of the Clean Air Act, refrigeration technicians who work with CFC and HCFC refrigerants, during maintenance service, repair or disposal of air-conditioning and refrigeration equipment, must be certified by the US EPA. All students are required to pass a federal EPA multiple choice test which is corrected by NCCC staff. This allows us to notify candidates of the results quickly, and issue cards required for refrigerant purchase much faster than testing sites that use out of state test centers.

Prepaid students will be asked to pickup the course textbook to read before class begins. Topics covered include the ozone depletion is sue , requirements of the clean air act, EPA regulations and detailed explanations of leak detection, DOT requirements for refrigerant handling and finally the process of Recovery, Recycling and Reclamation. We are proud that our pass rate (for one of the certifications) exceeds 80% for first time Technicians who take the two-day class.

Prerequisites: Students are expected to understand basic refrigeration service techniques.

Students who are not taking the two day class can purchase the book for $25.00.

Refrigerant Recovery Certification (Test Only)
Two-Hour Test   $25

You can sit just for the EPC Refrigerant Recovery Certification test if you wish. This test is conducted for two hours typically on the second day of the two-day training. You must bring two forms of identification. (One picture ID) If you have other technician certifications from other centers, then bring in your card or certificate so we can verify previously completed sections of the test.

Lead Abatement — Supervisor

The lead supervisor course consists of 32 hours of training with a minimum of 8 hours dedicated to hands on activities. The course includes background information on lead and its health effects; Federal, State and local regulations; liability & insurance issues; risk assessment & inspection; development of & implementation of a lead abatement plan; lead hazard recognition; lead abatement activities & hazard reduction methods; restricted practices; interior duct abatement/cleanup; soil & exterior dust abatement; clearance methods and waste disposal methods. Students have to be able to wear a respirator and it is recommended that students bring copies of 29 CFR1910 & 1926 standards.

Certified abatement supervisors may perform specific abatement activities, including oversight of abatement projects and preparation of the occupant protection plan and the abatement report.

Qualifications for certification:

  1. Pass an EPA-accredited abatement supervisor course.
  2. Pass the EPA abatement supervisor certification exam.
  3. Meet one of the following requirements:
    • One year of experience as a certified lead-based paint abatement worker, or
    • At least 2 years of experience in a related field.

General Course Information
Course Fees: Includes classroom instruction, hands-on workshop, training manual, and examination. All participants who successfully complete any of the courses will be awarded wall and wallet certificates for proof of training. All tuition is based on a per-person basis and is payable 10 working days in advance of the course start date. Please make company check, money order, purchase order, or voucher payable to: Niagara County Community College. (Personal checks or cash not recommended)

All training courses are held at: Niagara County Community College, Department of Corporate Training, Training Center, 50 Main Street, Lockport, NY 14094.

Classes run from: 7:45 a.m. to 5 p.m. unless otherwise noted. Attendance is mandatory for participants in order to receive the required certifications at the end of the course. Tardiness to some courses may result in an individual having to reschedule. Participants who fail to complete the course will not be issued training completion certificates.

For your company's convenience, NCCC also offers off-site training at your facility.

Classes may have size limitations of twenty five (25) students, with enrollment accepted on a first-come first-served basis.

Cancellations: Niagara County Community College reserves the right to cancel any course due to low enrollment. Any class with less than five (5) paid enrollees will be canceled. Persons enrolled in a canceled class are entitled to a full refund or to attend the next available class in the same fiscal year, September 1 - August 31.

Refund Policy: A full refund will be provided if notice is given to Niagara County Community College five (5) working days prior to the course start date. No refund will be given if student cancellation occurs within five (5) or less working days prior to class start date. The student can, however, reschedule their course dates within the same fiscal year of September 1 through August 31.
