Goal of Human Resources
The goal of the Office of Human Resources is to provide quality service in a timely and personal manner with total regard for confidentiality.
Location The Human Resource Office is located on the second floor of the Ernest Notar Administration Building (A Building), room A-261. Function The Office services 346 full-time employees and approximately 367 part-time employees. Typical functions range from benefit administration, personnel relations, union contract administration, training and development, to employment services, position classification, and compensation management. Hours of Operation Academic Year: Monday - Friday 9:00 AM - 5:00 PM Summer Hours: Monday - Thursday 8:00 AM - 5:15 PM
Employee Profile
Classifications:
There are three basic classifications of employees: Administration, Faculty, and Support Staff. The Support Staff is composed of two units, the clerical staff and the technical staff. All employees except the administration are unionized. There are three unions that faculty and the support staff belong to, all of which are affiliated with the National Education Association (NEA). The faculty, composed of teaching faculty, counselors, librarians, non-credit instructors, non-ranked professionals, and technical assistants, belong to the NCCC Faculty Association. The clerical staff, composed of the secretarial personnel, security, central services (switchboard, printing/duplicating, mail services), computer programmers/ operators, and data entry clerks, belong to the Educational Support Personnel Association (ESPA). The technical staff, composed of the maintenance, custodians, cleaners, groundskeepers, and storeroom, belong to the Technical Support Personnel Association. |

Full-time Faculty and Administration:
Position vacancy announcements are normally advertised in the Sunday edition of the Buffalo News, Niagara Sunday, the Monday edition of the Tonawanda News, and the Wednesday edition of the Buffalo Challenger. Persons responding to these announcements should follow the application instructions specified in the advertisement. Applications must include all required materials as stated in the advertisement and must be received or post marked by the published due date. Letters of reference should be from sources that can attest to the professional competencies of the applicant and should be from persons associated with the current or most recent employment. For best results, cover letters should be neatly typed and should address each qualification stated in the advertisement.
Support Staff:
Most support staff positions are classified positions of the Niagara County Civil Service. Competitive positions (most clerical positions plus custodians, and the storekeeper) are filled from a certified eligible list provided by the County Civil Service Office. Persons interested in the civil service competitive positions should contact the County Civil Service Office for information about testing and placement on the list. Phone (716) 438-4071. Website: www.niagaracounty.com Non-competitive positions (maintenance and groundskeepers) are filled from applications that have been approved as qualified to fill the position by the County Civil Service Office. Persons interested in non-competitive positions may submit a resume or call to request an application that will be kept on file for one year.
Part-Time Instructors
Persons interested in teaching part-time may submit a cover letter outlining their areas of expertise and availability to teach day and/or evening classes along with a resume, unofficial transcripts, and the names, addresses, and phone numbers of three professional references to the Human Resource Office. Materials will be sent to the appropriate Division/Department Head for consideration in the event a vacancy arises.
Part-Time Temporary Positions
Occasionally, the need arises to fill clerical positions and other professional staff positions on a part-time or temporary basis. Persons may submit a cover letter indicating expertise and area of work interest along with a resume and the names, addresses, and phone numbers of three professional references to the Human Resource Office. Resumes will be kept on file for one year and reviewed if a need arises.

Benefits include health insurance, Section 125 flex-spending account program, sick, vacation, personal, and compensatory time accruals, holidays, participation in one of the New York State Retirement Plans (Teacher's Retirement System, the NYS Employee's Retirement System, or the Optional Retirement Program which is a defined benefit program through one or more of the following companies: TIAA-CREF, VALIC, METLIFE, or AETNA).

Search Process
The search procedure to fill full-time faculty and administrative positions is thorough and is designed to support the Affirmative Action Program. A three-stage process is used. Stages I and II are reviews by members of the search committee based on the advertised qualifications through which a screening takes place to determine who will be interviewed. As each stage is completed, applicants who do not meet the necessary qualifications are notified following an audit by the Affirmative Action Officer.
Stage III is the interview stage where the candidates are invited to campus to meet with the committee. (As a general policy, NCCC does not reimburse candidates for travel expenses.) It should be noted that the position vacancy announcement will identify what materials are required of each candidate and when that material must be submitted.
It is important to ensure that materials are submitted in accordance with the vacancy announcement. Once the interviews are completed, the committee recommends whenever possible to the President of the College the names of a minimum of two, maximum of three persons who they feel are acceptable for the position. Appointments to vice-president positions are made by the Board of Trustees; all other appointments are made by the president of the college. The intent of these procedures is to select the right individual in accordance with the needs of the College and within appropriate policy and Affirmative Action Guidelines. Search committee members, the administration, and the Board of Trustees take seriously their role in the process. As NCCC wishes to make the process as comfortable as possible, applicants are welcome to call the Director of Human Resources about these procedures or about the status of their application at any time.
