Tech Prep Program Policies and Agreements

This agreement contains the provisions required for providing students a non-duplicative sequential program of academic and workforce development skills required for the world of work and life. The current administrators, faculty, and staff of this district subscribe to the following contract for the Niagara County Tech-Prep Consortium through Niagara County Community College:

  1. The agreement to date has been reached that the Niagara Consortium, having developed a Tech Prep model of curriculum appropriate to program goals, will continue to be supported by this district in maintaining a program of study for high school students. Tech-Prep represents a four-year 2+2 or 2+4 program beginning in Grade 11 or earlier and continues through college in the completion of an associate or bachelors degree in technical studies in at least one career field.

  2. The Advisory Board Committee, made up of one representative and vote per institution, shall function as the policy-making body of the consortium. The Director of Tech-Prep and the ad hoc faculty from each consortium program area will carry out the activities deemed necessary for project goals and objectives. Niagara County Community College will serve as the fiscal agent for the VTEA grant funding into June 2004 or whenever federal/state funding ceases to exist.

  3. The NCCC Tech-Prep curriculum has been developed for the following career clusters: Engineering Technology, Business/Marketing, Allied Health, Automotive Tech, and Hospitality Management. Extension from these areas remains open for consideration and will help support continued partnerships in our region. Faculty from all participating school districts and institutions meet annually to review and update curricula as needed and is reflected in this agreement.

  4. School Districts under this agreement will continue to offer the supporting course structures to facilitate student proficiencies in math, science, communications, and technologies that are necessary for career and graduation success. These supporting courses can be a Regents or applicable level course, but contain the agreed upon standards for program success and the completion of a Regents diploma.

  5. Students in the district will have the opportunity to participate in a junior/senior internship program (CEIP) that is supported by the New York State Department's of Labor and Education. Students who successfully complete an internship experience above 100 hours of service are eligible to receive (1) one high school credit towards their graduation requirements. This is a voluntary provision and not required or mandated.

  6. Responsibilities for implementing activities and policies as specified by the Advisory Board Committee shall be assumed by the Tech-Prep Director at NCCC. Participating faculty and counselors selected by schools and NCCC remain committed to the stated directives and functions of the program.
Preparatory services and equal access will be available to all consortia member facilities through their present programming and courses listed as follows (schools may or may not offer all courses and programs identified):

• Career Exploratory Internship Program (CEIP) • Keyboarding

It is understood and supported that the grant years 2002-2004 will be funded for program development. Partner school districts have provided a Cash Contribution of at least $2,000 per district since 2000. No additional state or federal dollars have been appropriated to this project as of the signing of this agreement beyond June 2004. We support the notion of institutionalizing the program through creative and collaborative funding options that will be explored before school budgets are organized and developed for the future.
